Indeed one can not open such a file directly with the open command. The method is different: one opens such a file in a MEP. And a MEP file can contain multiple jpg files and multiple PDF files if needed. Both JPG and PDF files are used as 2D objects in the MEP file.
Here is the procedure:
- Create a MEP file in BoA (Menu "File", Item "New" then "Layout")
- Save this file ("File" menu, Item "Save as ...")
- Create a drawing frame (1st icon to the left of the "Layout" palette)
- Double click on the drawing frame (A dialog appears)
- With the "Project" menu, select the item "New" then choose the file jpg or PDF
- Set the presentation options of the file. In particular, in a first step, one can check the box "Adjust to the frame"
- In the case of a PDF file, you can choose the page to display if the PDF is a multipage file
- Exit the dialog with the "OK"
- The jpg or PDF file is now visible.
The jpg or PDF file is displayed in a drawing frame. It is therefore possible to use the functions related to the drawing frame to view it in different ways (change of scale, cropping, orientation, etc.)

I read and reread your explanation, but I still get stuck in the same place "- With the" Project "menu, select the item" New "then choose the file jpg or PDF"
When I select the "New" item in the "Project" menu, a window opens and says "You have to select objects"
How do I select my JPEG or PDF file? Where should the JPEG or PDF file be located? How does it appear when I select the item "NEW"?
Thanks for your quick reply, I have to copy a cadastral file, and it would be a great help to me to see this file in BoA!

If I may, I understand you want to import either jpg or pdf into BoA, which AFAIK can only be achieve in the File>new>layout sheet - the project file dos not allow import of 2D items ( raster files)
As Georges says, you can only import a 2D file In a layout sheet . When a layout sheet is first created - you have to "Save As" straight away before you can do anything.
If the new layout sheet is new to you - then to add a drawing to the sheet you have to insert via the composition palette ( top right icon in main pallet)

To get a file into the layout sheet - go Project> new - select the file ( it often says file is not right type - ignore this). on the sheet click, hold, drag and create insert box, let go, image ought to appear!
